DMaaP Buscontroller is the ONAP component which implements the DMaaP Buscontroller API (dbcapi).  Previously, I've followed a process for generating API documentation in swagger format from java source code annotations, and converting that to rst for readthedocs.

After email exchange with Rich I think two changes are needed:

1) the originally provided documentation needs to appear under REST API Reference.

2) a new documentation needs to provide more background on architecture and getting started
