Issue: bidirectional linking in Jira/Confluence - shows "Wiki Page Failed to load"

doing a "More | Links | confluence link" sometimes fails - but it always does not display text - perhaps it is a security issue between the 2 servers.

On other JIRA/Confluence combinations when we link a wiki to a JIRA - the page displays.  At onap there seems to a sync issue from JIRA to confluence.- the link works but does not display

Linking the other direction from confluence to JIRA is OK
