Add the maven dependency for sdc-distribution-client to the External API Framework project. 

Register the External API Framework as an ONAP Distribution Consumer ( similar to the way SO registers as a Consumer ). 

Steps include:

1) Get the distributionUebCluster

2) Create Cambria API Key and secret

3) register External API Framework For Distribution events

4) Subscribe to SDC Service Distribution topics

5) handle for graceful shutdown of External API Framework by un-registering for distribution
