Transition Tosca Parsing in External API to use SDC TOSCA Parser

Use the sdc-tosca jar and associated ISdcCsarHelper to extract the data needed from SDC to populate the sdcCatalogResponse.

This Story shall focus on retrieving Inputs and CustomicationUUID for the TOSCA using the SDC provided parser CSAR tooling. 

It will also include maintaining the existing Tosca Parser initially for backward compatibility via a application property. The existing parser shall be factored out eventually. This mechanism enables a phased entry to the new the new SDC parser to external API.
