Existing rules are not able to sync when engine get restarted/redeployed

If holmes-engine module get restarted or redeployed then the existing rules from db are not synchronized hence existing rules are not able to modify/delete.

Observation in the code: in DroolsEngine.java  instanceIp is being refered before it get initialized hence during the rules initialization (function initRules()) because of false condition existing rules never get redeployed.
