      1. Create new VSP using onboarding-package-11
      2. create a PNF Resource with this VSP
      3. update the VSP with onboarding-package-22
      4. update the VSP in the PNF resource created in step 2
      5. verify that resource is updated successfully and that new version is present, see screenshot for result
