In Orange-hosted pipelines there is a requirement that the repository must've ran the gating env build process before gating pipeline can be executed - this is because the gating pipeline expects certain artifacts to be present in certain jobs in the pipeline run history. The artifacts are fetched by gitlab api calls so it not only forces the certain pipelines to be ran in order but also requires us to use always the same repository to trigger them.

This coupling should be removed and replaced by a simple kubeconfig file being required to run the pipeline. We should not care how and when the environment was prepared as long as we can access it.
