missing __docker_version__ in robot_vm instanciation

      in HEAT templates,

      filling docker_version through giving '_docker_version_' params is missing for one of the VM.

      In consequence, docker start does'nt work:

       

      ubuntu@vm1-robot:/opt$ tail -f /var/log/robot_serv.sh.err
