Given the fact the multicloud consists of multiple independent plugin components which are developed/maintained independently, we need to add separate docker image version into heat template.

Right now the version for multicloud plugins for openstack differs to other multicloud component, so we need to make it happen right now, otherwise the integration team will test with wrong image version with regarding to multicloud plugin for openstack
