As a user, ONAP master build should work ALL the time so that user can download from Master branch and run basic ONAP use cases. Also developer can test their new features all the time.

The scope of verifying build works in Dublin timeframe is limited to:

1. All components healthcheck pass. 
2. vFWCL passes

Ideally any commit should not break the build. Since we don't have fully automated CI/CD to verify commit. Integration team should create highest priority Jira for any commit which breaks the build according the above criteria. Release manager should follow up with the project team to drive the Jira to closure. Integration team will provide env for project team to debug. If the issue can't be resolved within X days (X needs to be decided by PTL and TSC), the identified breaking commit need to be rolled back.
