HC is required for each component – both robot and consul (especially if you have node ports) – however it is up to you do include how granular it is – for example aai will pass even if one of their services is down – either sparky or gizmo.
It is also up to you whether you want to provide granular (per container healthcheck – like log does for es,kb,ls – or one single HC)
