As a consumer of POMBA output I would like POMBA DCAE Context Builder to interface to DCAE via a pluggable service on the Context Aggregator so that it is aligned to the infrastructure in place for interfacing to SDNC, SDC and AAI.

General Information
DCAE Context Builder needs to present an interface that allows external systems to query it for information have it returned. Initially this interface will be used by Context Aggregator Service in order to retrieve the DCAE payload information that will be used in Validation. This story covers the design and implementation of this interface. Previously work has been done to create similar interfaces for AAI and SDNC Context Builders.

Value
Provides a mechanism by which DCAE Context Builder can be queried to retrieve information for use in Validation.

Success Criteria
API is exposed that allows us to query for service instance information. The API does not need to actually reach out to DCAE at this time.
