[PORT] POMBA Network Discovery Context Builder should upgrade to springboot to 1.5.17

      An AAI security threat scan discovered vulnerabilities in the Validation Service as it uses an earlier version of Springboot. This is the same version that we use in our POMBA/Network Discovery components so we should upgrade instead of waiting to get hit with our own Logging-centric threat report.
