As part of the work from https://jira.onap.org/browse/LOG-811, we no longer need the pre_startup.sh script to create the required POMBA topics in DMaaP. 

We should remove this so we do not have conflicting ways to create the topic 

How to reproduce

============

• Deploy master w/o LOG-811 (not merged yet)
• once the Context Aggregator is up look at the CtxAgg pod logs.  

How to test

• ========
• Repeat the same steps as above, but the script should not be kicked off
• Check that the topics (see below) are created in DMaaP
