ETSI Catalog Manager needs to trigger a notification after storing ETSI packages.

• ONAP SO gets a SDC CSAR and it invokes the ETSI Catalog Manager POST /api/catalog/v1/vnfpackages/{csarId}
• ETSI Catalog Manager queries SDC for ETSI VNF package(s)
• ETSI Catalog Manager stores ETSI VNF packages into its Database.
• Then, ETSI Catalog Manager sends notification(s) for the subscribers based on the callbackUri that is defined in the Subscription filter.
