The swagger.json schema should be part of one of the MSB release artifacts. 

For example AAI publishes, the schema through this artefact:

https://nexus.onap.org/#nexus-search;quick~aai-schema

The swagger.json schema for MSB can only be dynamically obtained though a "running" MSB instance.

The swagger.json should be generated during build phase (similar to AAI).
