IUI displays raw placeholder texts when failed to load translation

This is what I've got when using a browser configured with french locale. Behind the scene, the browser tried to download the translation file for fr_FR lang and failed.

In order to fix that, I propose to make jquery.i18n fallback to en_US translation when the one requested by the browser is not found. You can see the patch attached below for more detail.
