Temporarily comment-out monitor module build in src/Makefile

      Also removes 'replace' directives in src/monitor/go.mod that cause build failure with Go 1.14.4

      This temporary work-around is necessary because the CI build currently fails with the change to src/monitor/go.mod

      When the monitor build failure is resolved, the commented-out monitor build can be restored in src/Makefile
