      Discover the OpenStack Region ID by rest API:

      /regions, populate the discovered OpenStack region ID into dedicated property of AAI's cloud region object, the choice could be: proposed new property "openstackRegionId" by patch https://gerrit.onap.org/r/#/c/58175/ , or "cloud-extra-info", or "cloud-epa-caps" which was never used by anyone. The final decision is up to each multicloud plugin since each plugin is the data provider and the data consumer.
