vfmodule creation fails if lacking oof_directives

      Attempted to test vfw creation using VID, but with SO configured to use the multicloud openstack adapter.  oof_directives are not provided in this case (becauses OOF is not invoked by this set of workflow) - so oof_directvies were not included in the multicloud request.

      Multicloud failed due to lack of the oof_directives in the request.

      Is it reasonable to have multicloud accept and process a request without oof_directives ?
