When a cloud is registered, other usage in ONAP expects a tenant to be associated with the cloud.  In current K8S plugin, this does not happen.  the workaround has been to register with the windriver plugin.  Need to ensure K8S plugin handles registration of the cloud and adds into AAI all required data structures to allow deployment of VNFs.
