If there is a redistribution of a service model that has a 
CLOUD_TECHNOLOGY_SPECIFIC_ARTIFACT in an a VF then the upload doesn't fully execute.
 
This is because the definition already exists on in the class K8sArtifactForwarder the method
createDefinition will fail which means the uploadArtifact is never called .
 
createDefinition should check if the create failure is already exists and if so the do the uploadArtifact anyway.
