Multicloud-k8s image is old

      The multicloud-k8s image needs to be updated.

      The current value in oom/kubernetes/multicloud/charts/multicloud-k8s/values.yaml is:

      image: onap/multicloud/k8s:0.4.0

      which is not correct.

      Double check that other K8S (mongodb, etcd) images are up to date.
