Openstack rocky for target tenant

Realized test: instantiate a simple VNF ubuntu using multicloud.

All the configurations to apply to use Multicloud are performed on SO:

• In MariaDB, the cloud site is defined setting multicloud as orchestrator.
• The version v2 of vnf adapter is set

Issue: in the pod onap-so-so-openstack-adapter, the Vfmodule creation process is stopped because of error RA_VNF_ALREADY_EXIST

According to traces, the SO sends a GET request to multicloud to query the multicloud HEAT stack.

The multicloud answers with the heath status: CREATED, msg= CREATE_COMPLETE.

On target tenant, there are already created stacks whose name is totally different from the stack name to create. But according to the log on multicloud pike pod, this wrong answer CREATE_COMPLETE is sent towards SO component
