MUSIC tomcat returning HTTP 401

      In OOM deployment, MUSIC tomcat is returning HTTP 401 for some API from OOF.

      Zookeeper keeps restarting.

      When I use the 

      curl -vvvv --write-out %{http_code} -X POST http://music-tomcat.onap:8080/MUSIC/rest/v2/keyspaces/conductor/tables/plans/rows?id=healthcheck -H "Content-Type: application/json" -H "Authorization: Basic Y29uZHVjdG9yOmMwbmR1Y3Qwcg==" --data @healthcheck.json;

      It is returning HTTP 401

      Zookeeper restarts
