New interface specific for SDNC is netconf/TLS to speak to devices (leverages the ODL base).

System limits still needs to have more work.  Memory will define the system limitation, though sharding (API basis).

There was a question: if there is a new parameter for a LCM action, is that a interface modification.  The response was that if its optional then no, then if its mandatory, then it will not be updated after API freeze.  The question was specifically for the rolloback API in the LCM interfaces. If its a change to the YANG model, this is not considered a change.

SDNC is also used in the BBS use case
