Heat bridge update fails in OOM.

Problem is the OPENSTACK_PASSWORD Values references in vm_properties.py are not consistent. In one place is correclty reference sthe .Values.openstackpassord and later in the file it reference the encrypted openstack password.

Need to both reference {{ .Values.openStackPassword }}
