Instantiate a three element Cassandra cluster as part of the onap/common deployment to be shared by multiple ONAP projects. This instance will use the common cassandra charts.

Note: Agreement from each of the projects teams is required before they are switched to use of a common DB instance. If agree isn't achieved, the subtask should be marked Won't Do and completed.
