Remove Juju ratelimit dependency of kube2msb

      The current version of golang client depends on juju ratelimit, which is licensed under LGPL-3.0 with a linking exception.  Juju ratelimit has been replaced by http://golang.org/x/time/rate.   

      Upgrade Kubernets go client to the latest version can solve the license concern.
