Remove the use of this " mariadb-client-init" docker image and directly have the required portal's on boarding sql file in the existing "portal-db" docker image. So that we do not need to maintain this "mariadb-client-init" separately.

Tasks to do:

1. Execute portal's on boarding sql file similar to the existing DDL and DML sql files in "portal-db" docker image.
2. Remove reference to "mariadb-client-init" from jobs.yaml file.
