Consul deployed under OOM supports standard http interface. DCAE leverages the Consul for service registration (for some platform component) and K-V store (for most service deployed).
Per ONAP S3P security recommendation to switch all interfaces to HTTPS, would need consul deployed under OOM with https enabled.
