Create developer testing instructions for offline installer

      As of now there is no way for testing offline installer w/o need of extensive HW resources. 99% of the installation flow (except last step performing helm install) might be possible to verify nearly on developer laptops.

      This user-story is about to create some baseline for such testing.
      Tool like molecule might be helpful for that
