If helm deploy of project is done before onap the wrong version is created

      Scenario:

       

      Trying to deploy or re-deploy a subset of projects.

      Run helm deploy dev-aaf ... before a valid helm deploy dev is created.

      OOM creates all components with dev-aaf instead of dev as the prepending name.

      For instance OOM deploy dev-aaf-aaf , dev-aaf-aai , dev-aaf-appc etc. not just the one component and with the wrong prepended release name
