As there shouldn't be any NPM and PYPI packages downloaded during run time in El Alto, those two lists can be removed from offline-installer:

build/data_lists/onap_npm.list
build/data_lists/onap_pip_packages.list

Nexus blob build script needs to be modified accordingly since currently those lists are considered as default and the build script fails to push NPMs and PYPI packages to Nexus
