pgpool in postgres common is crashing

      today, pgpool is keeping saying it can't connect in logs:

      2019-11-07 08:22:25: pid 21: WARNING:  failed to connect to PostgreSQL server, getaddrinfo() failed with error "Name or service not known"
2019-11-07 08:22:25: pid 21: ERROR:  failed to make persistent db connection
2019-11-07 08:22:25: pid 21: DETAIL:  connection to host:"dbc-pgpool-primary:5432" failed

      the two k8s services dbc-pgpool-primary and dbc-pgpool-replica are not created
