Unable to configure cloud_provider in the offline installer

      After the deployment of the ONAP using the offline installer method it is not possible to use the openstack octavia loadbalancer resources, as it is not possible to configure it with the values described in https://rancher.com/docs/rke/latest/en/config-options/cloud-providers
