The OOM team is moving the Helm charts out from the oom repo.

Meanwhile, community members clone the latest oom repo, attempt to make the Helm charts and stumble over the make failure.   Often this results in a Q to onap-discuss (e.g. https://lists.onap.org/g/onap-discuss/message/19641) even though the instructions do exist on the ONAP wiki.   

Makefile needs to be fixed to inform the user what is wrong, and how they can fix it.
