Both fails with error "async task did not complete within the requested time - 10600s"

Manual checks on installer node indicates that latest task was:

TASK [application : Build local helm repository] *******************************

What has changed in latest versions of oom charts is the new global parameter:

global:
  masterPassword: <value>

After adding this option commands "make all; make onap" are taking several times more time... This most probably timeouts our installer. Solution for this problem has been introduced in https://gerrit.onap.org/r/c/oom/+/102144

The goal of this task is to apply this solution (wo?) to our installer as soon as possible.
