Change concerns the "fix-permission" init container used in common/mariadb-galera.

Goal is to allow some flexibility by enabling or disabling this part directly through a global variable: manualPermissionFix

This is meant to facilitate testing and perhaps help investigate why permissions are not set via the fsGroup.

This should have no impact on how charts behave for now as long as variable "manualPermissionFix" is left as true.
