Chart dependency condition "not" is not working

      Some charts use dependency conditions to exclude subcharts in case of "false" values in values.yaml (especially in case of local DB settings).
      E.g. in NBI:

      - name: mariadb-init
        version: ~12.x-0
        repository: '@local'
        condition: not global.mariadbGalera.localCluster
      

      These negative conditions are not working, so in this case the mariadb-init is installed, allthough the localCluster=true

      So the "not" statement cannot ne used and must be replaced by another

      The issue is affeccting:

      • NBI
      • HOLMES
      • COMMON/NETWORK-NAME-GEN
      • CONTRIB/EJBCA
      • MODELING/MODELLING-ETSICATALOG
