One of the VMs in the CCSDK tenant (sdnc-k8s-nfs : IP 10.1.2.27, floating ip 10.12.6.114) is stuck in a "deleting" state.

Some history: I initially tried to do a reboot of this VM as root while logged in (sudo reboot). When the VM did not come back after about an hour, I tried doing a soft reboot from the Horizon dashboard, which didn't work. I then tried to shut the server down from the dashboard, which also failed. Finally, I deleted the VM and ended up in the current state where it has been "deleting" for several hours.

The most critical thing at this point would be to free up the floating ip 10.12.6.114, since that is the last addressable floating IP I have - so I can't even create a new NFS server VM (well, not one I could actually reach, that is).
