The flag is used to control whether flavor information is pertinent and available for a certain inventory resource on which placements can be made, and therefore, the flag doesn’t seem to be quite enabling/disabling HPA as the name indicates. This should be renamed closer to what it does - perhaps, "fetch_candidate_flavor" ?

In the same light, the nomenclature of this flag for determining if vim-id needs to be returned in the homing solution to SO is also incorrect, and we should use a more relevant name for the flag.
