As OOF developer I would like to support the Scalability Platform Maturity Requirement for the Beijing release. The target level for OOF in Beijing release is Level 1.

Specifically, this requires that the project supports single site horizontal scale out and scale in, independent of other components.

Note:  For R2, we are targeting only single location scale-out. We need to clarify the role of OOM vs Music in terms of scaling up – kubernetes does it automatically, so we need to iron out the technical process.

From a platform standpoint this entails the following

• OOM K8s single site scale out - collaborate with OOM team
  1. Maximum number of instances - dynamically determined by policy based on load surge and/or statically programmed
  2. Criteria for load distribution and how to leverage K8s service load balancer
• MUSIC multi-site scale out
  • Stretch goal for Beijing
