(a) When OOF is triggered for PCI optimization with a set of "PCI unachangeable cells", then OOF should not change the PCI values of those cells during PCI optimization.

(b) When OOF is triggered for PCI optimization with a set of "special cells", then preferential/special treatment should be given to those cells during PCI optimization.
