As an ONAP Developer, I want to allow the Control Loop designer to specify a policy on how to handle A&AI properties for a VNF/VM/Service/PNF when a Control Loop event is received.

For Casablanca Scale Out Use Case, we identified too late that these types of policies should not be hard coded into the template but rather should be expressed at design time.
This user story should cover the work to gather functional requirements on how and where these types of policies should be expressed.
