The names of the JUNIT test classes in the various policy repos are inconsistent; some begin with "Test" while others end with "Test".  They should be made consistent.

In addition, how does the naming for classes used in JUnit testing that support these class specific tests. I think that sonar will flag naming??? (Not sure)
