Policy uses at least three different mechanisms to configure components via property files:

• Component uses Properties directly, performing type conversion and error checking as appropriate
• Component uses PropertyConfiguration, which reads from Properties as directed by annotations.  PropertyConfiguration performs all type conversion and error checking
• Component uses common/parameters, which performs all type conversion and error checking

It would be good to settle on one mechanism.  In addition, any solution should include a mechanism for decrypting passwords.
