policy-engine & apex-pdp are using different version of eclipselink

      policy-engine & apex-pdp components are using different version of eclipselink which results in conflicts and then leading to failures.

      policy-engine (PolicyEngineUtils) uses 2.6.0

      apex-pdp (basic-model) uses 2.6.5

      May be we can upgrade the eclipselink in PolicyEngineUtils  to the latest 2.6.5 version.
