As an Policy Platform Developer, I need to understand and implement the S3P Logging Standards for Dublin Release.

Requirements:

1) Follow logging team specification

2) Have consistent use of a logging library (TBD)

3) All repos and docker images have are consistent in where log configuration files are located in all contexts (mvn clean install, developer environment, production environment)

4) All repos and docker images place the logging into locations that are easy to find.
