Default keystore/truststores are part of the image, although the intent is that they can overriden during installations.   This is the case for heat, but for OOM is not the case, where helm charts need to be manipulated to allow proper replacement.   

In the Beijing release due to size limitations, it was adviced to place the stores in the image itself.    It seems that placing back  stores in the charts for overrides is acceptable for customizations.
